Modernizing the CDS Issuer & Commercial User Experience

TMX-CDS has begun an initiative to modernize the critical infrastructure that underpins the Canadian capital markets' clearing, settlement and depository functions.

This modernization effort involves replacing CDS legacy applications with world-class technology solutions to deliver an effective, reliable, and streamlined client experience through our new CDSX application.

As a result of this initiative, the following Issuer Services are slated to be migrated to the new CDSX:

  • ISIN Issuance
  • ISIN Eligibility
  • Notice of Record & Meeting Dates
  • Holders of Record
  • Unqualified Letter of Confirmation

As of April 28, 2025, you will be able to access these services by creating an account and logging into the new CDSX on the CDS.ca website.

 

To ensure current service levels are maintained through this migration, you can use the current applications and forms for these Issuer Services up to the cut off date and times stated below.

 

Cut-off dates and times for Issuer Services prior to PTM Go-Live

ISIN Issuance - Wednesday, April 23, 2025 - 5:00 PM Close of business

ISIN Eligibility - Thursday, April 24, 2025 - 1:00 PM

Unqualified Letter of Confirmation - Wednesday, April 23, 2025 - 5:00 PM Close of business

For New Issue closings taking place between April 24, 2025 - April 30, 2025 they should be submitted prior to April 22, 2025

Any New Issue closings on dates post April 30, 2025 should be held onto and submitted in the new PTM application.

Notice of Record & Meeting Dates - Wednesday, April 23, 2025 - 3:00 PM

Holders of Record - Friday, April 25, 2025 - 5:00 PM Close of business

 

How to access these Issuer Services as of April 28, 2025

As of April 28, 2025, Issuers and other Commercial Users (Non-Participants) will require a TMX-CDS Connect account to access these web-based Issuer services through CDSX.

TMX-CDS Connect allows users to:

  • Register for access to CDSX
  • Access CDS Issuer services
  • Self-manage login credentials
  • Reuse the same login credentials for other TMX web-based services

To obtain a TMX-CDS Connect Account, users can register at www.cds.ca/tmx-cds-connect-registration

 

Before Registering Please Note:

Registration is only available during regular business hours which are 9:00 AM to 5:00 PM Eastern Time (ET) from Monday to Friday, except on holidays. Registrations can not be accepted after 5:00 PM Eastern Time (ET).

Transaction requests in CDSX can be processed between the hours of 7:00 AM to 7:30 PM Eastern Time (ET) from Monday to Friday, except on holidays.

Helpful Information:

  • Self-registration is completed via an activation e-mail sent from the 'noreply@okta.com' e-mail address. Please check your spam/junk folders if you do not see the activation e-mail within a few minutes of completing the self-registration process.
  • E-Learing Modules for the above-mentioned Issuer Services Application are located within the GUI by logging into www.tmxconnect.okta.com and accessing the application.
